Draft Decree of the Minister of Energy and Mineral Resources regarding Mandatory implementation of the Indonesian National Standard for Crystalline Silicon Photovoltaic Modules

Minister of of Energy and Mineral Resources Decree No. 2 of 2021 regarding Mandatory Implementation of The Indonesian National Standard for Crystalline Silicon Photovoltaic Modules is now being stipulated. This decree enforces 3 SNI’s for photovoltaics cell assembled in modules or made up into panels, with HS ex. 8541.40.22. All products covered in this regulation shall comply with:SNI IEC 61215-1: 2016, Terrestrial Photovoltaic Module (FV)- design qualification and type attestation- Part 1: Test requirement;SNI IEC 61215-2: 2016, Terrestrial Photovoltaic Module (FV)- design qualification and type attestation- Part 2: Test procedures;SNI IEC 61215-1-1: 2016, Terrestrial Photovoltaic Module (FV)- design qualification and type attestation- Part 1-1: Specific requirements for testing Crystalline Silicon Photovoltaic Module.Manufacturer or importers shall obtain approval for the use of SNI Marking (SPPT SNI) and put SNI marking on the products after the products are certified by the Product Certification Body accredited by National Accreditation Committee of Indonesia /KAN.Procedure and process of Crystalline Silicon Photovoltaic Module Certification is conducted in accordance with Annex II which is an integral part of this regulation.Crystalline Silicon Photovoltaic Modules that are exempt from compulsory SNI were those to be used as SPPT-SNI issuance test sample and/ or test sample for research and development. Procedures for obtaining the exemption letter are explained in Annex I which is an integral part of this regulation.In the circumstances that the amount of Conformity Assessment Bodies is not sufficient, the Directorate General will appoint CAB(s) for a period of time maximum 2 (two) years and can be extended for 1 (one) time extension with a maximum period of 2 (two) years. Procedures for the appointment of CABs are explained in Annex III which is an integral part of this regulation.When this Ministerial Regulation comes into force (7 January 2021),Crystalline Silicon Photovoltaic Modules Products which have been utilized by users before this regulation comes into force, have no obligation to comply with this regulation.Crystalline Silicon Photovoltaic Modules Products that circulate in market and already have IEC 61215 certificate before 7 January 2021, must be re-certified in accordance with the provisions in this regulation no later than 7 January 2022.Crystalline Silicon Photovoltaic Modules Products circulate after 7 January 2021, shall fulfil to SNI’s requirements in this Regulation no later than 7 January 2022.
